We ran into an interesting case this month relating to a PayPal account and a user being permanently banned.
A couple weeks prior, the client noticed some strange charges on their account. They disputed these PayPal specific charges with their credit card company. Because of these credit card charge disputes, PayPal chose to permanently ban the user and all associated credit card numbers.
As a result, they will never be able to open or use a PayPal account in the future.
If you notice unauthorized or suspicious PayPal charges on your credit card, the best course of action is to log into your PayPal account and review them in their portal. If you have disputes, perform the disputes within PayPal.com.
